Commission of Railway Safety

The Commission of Railway Safety  is the rail safety authority established under The Railways Act, 1989, and is Subordinate to the Ministry of Civil Aviation. The agency investigates serious rail accidents. Its head office is in the North-East Railway Compound in Lucknow, Uttar Pradesh.

The Commission is headed by the Chief Commissioner of Railway Safety (CCRS), who also acts as Principal Technical Advisor to the Central Government in all matters pertaining to railway safety.

Under the administrative control of CCRS are 10 Commissioners of whom 9 are Commissioners of Railway Safety (CRS), each one exercising jurisdiction over one or more of the 17 Zonal Railways. 2 CsRS hold additional charge of CMRS for Southern and Western Circles and one post of Commissioner of Metro Railway Safety (CMRS) has been created recently with headquarter in New Delhi as directed by Metro Railways (Operation & Maintenance) Act, 2002.

Duties of CMRS

The Metro Railways (Operation and Maintenance) Act, 2002, defines the duties of CMRS as below:– The Commissioner shall –

  • Inspect the metro railway with a view to determine whether it is fit to be opened for the public carriage of passengers and report thereon to the Central Government as required by or under this Act,
  • Make such periodical or other inspections of metro railway, its rolling stock used thereon and its other installations as the Central Government may direct,
  • Make an inquiry under the provisions of this Act into the cause of any accident on the metro railway and
  • Discharge such, other duties as are conferred on him by or under this Act.

iii Commissioner of Metro Railway Safety(CMRS), New Delhi - Shri Janak Kumar Garg All other Metro projects in the country except in the metropolitan city of Kolkata. The Metro Railways (O&M) Act, 2002 does not extend to the metropolitan city of Kolkata

*CRS/Northeast Frontier Circle is having jurisdiction over metro projects in the metropolitan city of Kolkata being executed under Railways Act.
